This report presents the SOCIAL SEEDS Policy Diagnostic Tool, designed to help policymakers evaluate and improve the ecosystem for social enterprises in Europe. It focuses on four key pillars: legal/regulatory frameworks, access to finance, access to markets and business support structures. Drawing on good practices, OECD and World Bank methodologies and stakeholder interviews, the tool provides assessment questions, statistical benchmarks and solution scenarios. The report emphasizes inclusive, evidence-based policymaking and highlights successful models across several EU regions, aiming to create a favorable environment for sustainable, impactful social enterprises aligned with the Europe 2020 strategy.
