SeHubs Policy Recommendations for Social Enterprises – Europe

This document presents policy recommendations developed during the SEHUBS Conference, held 3–4 April 2023, in Athens. Drawing from experiences in Bulgaria, Greece, Italy and Poland, the recommendations aim to strengthen ecosystems for social enterprises across Europe. Key areas include improving legal frameworks, expanding access to finance, increasing public recognition, enhancing training and skills development and fostering cross-sectoral partnerships. The document highlights the importance of social value, democratic governance, and sustainable growth. Emphasis is placed on inclusive policymaking, improved visibility and supportive infrastructure to help social enterprises contribute to the EU’s social economy goals.
