Perspectives on the Policy Environment Affecting Social Enterprises in the Philippines

This paper examines how Philippine laws and institutions shape the environment for social enterprises. It analyses gaps in cooperative, micro finance, agrarian reform and MSME policies and argues that current frameworks treat those in poverty mainly as clients. It introduces the PRESENT Bill as a strategy to support social enterprises serving the poor.
