The Directive only regulates ‘how to buy’ when a contracting authority has already decided to use their purchasing power in support of Fair Trade and sustainability. Organisations like FTAO in Belgium, were pleased with these positive changes, but advocate for the EU to do more to promote social and sustainable procurement.
