Communication and social impact measurement are underdeveloped, especially among smaller social enterprises. Italy’s Third Sector reform reshaped social enterprise definitions and governance but practical gaps remain. The report emphasizes the need for better certification, governance codes, communication strategies and hybrid digital-physical hubs. Sicily is highlighted as a case where social enterprises support local development despite high unemployment.
