Desk Research for Social Enterprises Needs and Challenges – Bulgaria

This report analyses the legal, structural, and operational landscape of social enterprises in Bulgaria. It outlines challenges in staff recruitment, training infrastructure, and the sustainable distribution of social enterprise products. Though Bulgaria introduced dedicated legislation in 2019 (The Act on Enterprises of the Social and Solidarity Economy), barriers remain, including rigid registration criteria, lack of funding, and limited public awareness. The report emphasizes the need for flexible regulatory support, inclusive human resources strategies, capacity-building, and better communication tools. It concludes with recommendations for establishing social enterprise community hubs tailored to Bulgaria’s specific needs.
