This study provides an overview of the social enterprise landscape in Malta, emphasising the importance of social enterprises in the country’s social and economic development. It discusses the challenges faced by the sector, such as dependence on donations and lack of commercial expertise for sustainability. The document also highlights the regulatory framework proposed in the white paper, including definitions, guidelines for profit distribution and the impact on different types of social enterprises.
